Modi counters Counter Terrorism Center

Narendra Modi, Chief Minister of Gujarat who attended the Chief Minsiters Conference at Delhi calls the National Counter Terrorism Center (NCTC) proposed by the Government is a 'poorly conceived' idea.

Modi says that the proposal is very vague about the functionality of NCTC.  He said it is not clear about its size, the type of forces in it, the way it will function and the powers it draws from which statutes.  Modi said that it is a poorly conceived idea to disturb the existing system in operation for long instead of strengthening it.

The proposal of NCTC is on the agenda circulated but as it is not discussed in depth, it should not construed that it is proposed after consulting the States or agreed upon by the States.  
Narendra Modi also expressed his fears that NCTC as it appears will be a Federal Police system which is new to the country and also the NCTC can be misused by the Government on the States ruled by the opposition parties.  

And hence, the National Counter Terrorism Center Order 2013 is not acceptable, Modi says.
