AP Governor's Role as per Draft Bill

The Bill drafted under the title of "The Andhra Pradesh Reorganization Bill 2013" gives unique powers to the Governor.

Along with the common Capital, the states are also going to have common Governor for 10 years. Even when the Governor is not available due to leave or existence of vacancy the Governor of the neighboring State will take up additional charges as given by the President under the advice of the Central Government.

The Governor for both the states will have the power to have a final decision on the matters decided on the advice from the council of Ministers of the respective states. This is what TRS President KCR objected most in the draft bill.

The Governor of the states will have a special responsibility to protect the life and property of the citizens living in the common capital.

There is a difference of opinion from the Law Ministry regarding the common Governor empowered by Article 371 H. But, Jai Ram Ramesh who is one of the key persons in preparing the draft bill says that the Government has taken extensive consultation before forming the draft bill and at the same time open to changes. He said that the bill will be debated in the Assembly and will be returned to the Union Cabinet with suggestions which will be implemented if the Cabinet finds them worthy of it.
