The Planning Commission housed in the Yojana Bhavan in New Delhi, issues austere measures for the states. It looks into the entire state financial plans annually. However the commission acted liberally in spending on Rs 30 lakhs for decorating two toilets, on the lines of Indira Gandhi International Airport, meant for 60 senior officers. Another five lakhs was spent for installing smart card systems to restrict the entry. Infact the toilets were incomplete and the corridor leading to these monuments were to be fitted with video cameras to monitor the entry say sources.

However the toilets started stinking even before using them properly after Rights for information petition revealed the details. The petition was filed by activist Subhash Agrawal. Infact this was just the tip of the iceberg say sources as these two were to be role models for three more.

The irony is that the commission headed by Deputy Chairman Montek Singh Ahluwalia had recently released the border line between the poor and the rich. In its controversial statement the commission claimed that they pegged the poverty line at Rs. 28.65 in urban areas, meaning that anyone who spent more than Rs. 28 per day would not be considered poor.
