BJP urges govt to bring a law on diversion of SC,ST funds

Bharatiya Janata Party (BJP) today requested the government to bring an effective law in the ongoing Assembly Session to prevent diversion of SC,ST's sub-plan funds. In a letter to Chief Minister N Kiran Kumar Reddy, a copy of which was released to the press here, Former Union Minister Bandaru Dattatraya said for the past few years, there were reports that the funds relating to SC,ST Welare Funds under SCSP and TSP were being diverted for other works.

As per Article 46, the government should promote with special care, the education and economic interest of the weaker sections of the people particularly SC and ST, and the funds allotted in the plan budget in proportion of SC, ST's population should be non-divertable and non-lapsable. The pooling of the funds should be with a nodal agency, he said. For the past 19 years Rs 21,912.91 crore of funds have been diverted from SCSP and TSP, the Former Union Minister alleged and added in Andhra Pradesh, the SC's population was 16.20 per cent and the planned expenditure to be allotted to SCSP is Rs 6,952 crore for the financial year 2011-12 while Rs 2,832 crore planned expenditure should be allotted for TSP against the population of 6.60 per cent.
