The Central Industrial Security Force (CISF), has decided to do away with the procedure to speed up the check in process. Besides the Metropolitan cities, the rule will be implemented in Kolkata, Bengaluru, Hyderabad, Ahmedabad and Cochin. Last year, in December, CISF started trial runs for this, but stamping was resumed after a week due to security concerns. The CISF wanted to install, appropriate security infrastructure before such a rule could be brought in. There should be no compromise on the security aspect of these sensitive facilities, said CISF. The personnel have been updated about the new protocol and that he himself had seen the preparations made in this regard at the Bengaluru airport, yesterday, said Singh. CISF, recently had conducted trial runs in two phases at 12 airports. The stamping of baggage tags could be dispensed, with after certain modifications of security architecture, in Security, Hold Areas of the airports and installation of high definition CCTV cameras, CISF concluded. These modifications were required to make sure that passengers could not access bags, containing restricted items which are segregated by CISF personnel for checking. TII Urges Govt To Enforce High Taxation On Illegal Cigarettes March 30, 2017 17:32

The Tobacco Institute of India (TII) has urged the government to impose high taxation on the cigarette smuggling. The goods and services tax (GST) is an opportunity to address the high tax, investment, available with cigarette smuggling syndicates. TII said, this move, aims to curb the illegal cigarette industry, and will thereby provide relief to distressed farmers, the legal cigarette industry and also increase revenue collection from this sector. Cigarettes are among the top five smuggled goods in the country and India is the fourth largest illegal cigarette market in the world. Legal cigarettes in India accounts for just 11% of the overall tobacco consumption, the rest 89% is represented by traditional products like chewing tobacco and “bidis”. Since smuggled products do not use locally grown tobaccos, the illegal trade affects demand for domestic tobaccos. Thus, this will affect the earnings and livelihood of tobacco farmers in the country. The TII said in a statement, “The illegal trade of cigarettes in India, like the rest of the world, is controlled by criminal and terrorist organizations.” “It has been determined internationally, that the cigarette smuggling profits, have been used to fund criminal and terrorist activities, facing a huge threat to national security,” said TII. TII Director Syed Mahmood Ahmad, said, “The GST bill presents a unique opportunity to the government to address the growing illegal trade in the country.” “The increased vigilance by enforcement agencies, has led to the interception of illegal consignments of smuggled cigarettes.” “Seizures are only the tip of the iceberg of a much larger and threatening operation in illegal cigarette trade in the country.” added Mr. Ahmad. Instances of heightened seizures of smuggled cigarettes by enforcement agencies are given below. According to sources, customs officials in Coimbatore seized Rs 38.65 lakh on March 15, and soon after this, illegal cigarettes worth Rs 10.38 lakh, were seized  on March 17. The Directorate of Revenue (DRI) officials, on March 3, arrested three individuals, in Noida, for illegal possession of a large consignment of foreign brands worth Rs 15 crores. Smuggled cigarettes valued at Rs 2.2 crore were seized in separate raids at Mumbai's Nhava Sheva port, on January 31. A joint team of State Tobacco Control and the police stopped cigarette packs from being sold openly in a Chandigarh mall. During the last five years, the legal cigarette industry has seen a huge surge. TII, is a representative body of manufacturers, farmers, and exporters. By Supraja

The central government has made it compulsory to have an Aadhaar number for filing tax returns. The Government, further said, that 88% of people across the country have been assigned Aadhaar figures. Of the 36 states and Union Territories in the country, eight states, including Telangana, has 100% Aadhaar coverings.   The lowest number of registered Aadhaar card holders, are in Assam, holding 7%, and Meghalaya, holding 9%. About, 97% of the population in Andhra Pradesh has an aadhar number. Likewise, in Gujarat, 92% of people have aadhar numbers. Around 15 states and Union Territories, across the country, have more than 90% aadhar coverage. Manipur, Jammu & Kashmir, Arunachal Pradesh, Mizoram and Nagaland are below 70% and in Bihar, 79% of the population have an aadhar number. According to age-wise, the Aadhar number assignment below 5 years of age is 31%, and 72.4% between 5 years and 18 years. The Aadhar number coverage, goes up to 99%, for above 18 years. Some States, like Delhi, Haryana, and Telangana have crossed 100% in assigning Aadhaar number. - Delhi -118% - Haryana - 103% - Telangana - 102% Chairman of the Unique Identification Authority of India (UIDAI), J. Satyanarayana, attributes this to migration of people from one state to another. Every year the population increases by two-and-a-half crore. Mr Satyanarayana said that, few states handed over the work of assigning the Aadhaar number to census enumerator, who did not make much progress. “Now, UIDAI is doing the work itself and expects to achieve 100% Aadhaar coverage in states that are lagging behind.” No citizen in the country will be dismissed of any government service due to not having Aadhaar number. “While filing tax returns, taxpayers should give their Aadhaar number,” he said. Those who do not have an Aadhaar number, can submit any other proof of identity, as prescribed by the income tax department, added Satyanarayana. Currently, a newborn can also get an aadhar number, but not an aadhar card. Only an aadhar number, is generated for children below the age of five. And whenever necessary, the biometrics of the mother and father are taken. However, the Central government, is now planning to issue Aadhaar cards to children above the age of three years. Poor Implementation of Maintenance, Welfare Of Parents In Telangana March 30, 2017 14:47

In the State Of Telangana, today, lack of coordination has led to poor implementation of Maintenance and Welfare of Parents and Senior Citizens Act. As per the Section 4 of the Act, a senior citizen, including a parent, who is unable to maintain himself from his own earnings or out of the property owned by him, is authorized to make an application under Section 5 of the Act, claiming maintenance. The Act establishes the Maintenance Tribunal, to provide speedy and effective relief to elderly persons. Maintenance is defined in the Act as including “provision for food, clothing, residence and medical attendance and treatment”. Adult Children and adult grandchildren, both male and female, are responsible for paying maintenance to parents and grandparents. An application can be filed against any one or more of them. Senior citizens who do not have children or grandchildren can claim maintenance from a relative who is either possessing their property or who will inherit their property of the senior citizen after their death. The relative must be a major, and must have sufficient means to provide maintenance. If more than one relative is entitled to inherit the property, then maintenance must be paid by relatives in proportion to their inheritance of the property. The Act mandates that the maximum maintenance paid will be Rs 10,000 per month. However, the maintenance amount is determined by the needs of the claimant and the aim is to provide maintenance for the person to lead a normal life. According to the recent CAG report submitted in the Assembly, not a single application for maintenance was received, in five districts, during 2013-2016. This has further raised doubts, over awareness levels of the elderly about the provisions of the Act. In 2007, the Maintenance and Welfare of Parents and Senior Citizens Act, was passed, which was adopted by undivided AP. Subsequently, Telangana State Government adopted the Act in May 2016. The Act, however, could not be enforced effectively, due to lack of certain instructions from the higher authorities. In spite the department for women, children, disabled and senior citizens had distributed booklets containing the Act and Rules among all the departments, the Act failed. The Act says, “On willingness of the applicant and opposite party on the matter to be referred to a conciliation officer who would try and work out a settlement acceptable to both parties within a month.” Of the 98 claims referred to conciliation officers, in Hyderabad, Karimnagar and Khammam districts, only 31 were disposed off between 2013 and 2016. None of the 69 claims were disposed of, in Adilabad, Medak, Nizamabad and Ranga Reddy districts. This has in turn, defeated the intended purpose of quick and amicable settlement as envisaged in the Act. No application was received, in Mahbubnagar, Nalgonda and Warangal districts. By Supraja
