Demand for Indian domestic workers abroard

There seems to be surge in demand for Indian workers for domestic errands, across the globe. This fact was acknowledged by the Overseas Indian Affairs Minister Vayalar Ravi. He said that there is a demand for Indians with various skill sets such as housemaids and home nurses in countries in the Middle East, Malaysia, Singapore and in some European nations.  During the question hour of the Lok Sabha last week regarding Emigration Clearance Not Required (ECNR). The Minister replied that recruitment of home nurses with educational qualification above Class 10, and also those migrating to ECNR countries, is not regulated under the Emigration Act, 1983, as sufficient data was not available.

The Minister also underlined the policy of the Government to facilitate orderly and legal emigration of Indian workers including women; discourage illegal and irregular migration; and ensure the protection and welfare of emigrants in accordance with the Emigration Act and rules made for Emigration Clearance Required (ECR) passport-holders' emigration to 17 ECR-notified countries.

Considering the security of women (after sporadic cases of women harassing) the Government restricted that only women above thirty years could migrate. The employer had to provide a pre-paid mobile phone. In addition must make a security deposit of $2,500 with the Indian Mission along with getting the contract to be pre-attested by the Mission. The minister also informed that the government has signed memorandum of understanding on labour with seven countries, including Jordan, the United Arab Emirates, Kuwait, Qatar, Oman, Bahrain and Malaysia, to lay down the framework for bilateral cooperation for the protection and welfare of workers.

The government has also signed  operationalised social security to safeguard the social security concerns of Indians employed abroad with eight countries -- Belgium, France, Germany, Switzerland, Luxembourg, Denmark, the Netherlands and South Korea, ascertained the union Minister.   (With Inputs from Internet- Aarkay)
