AP Govt To Launch A National Scheme For Senior Citizens March 23, 2017 19:09

The Andhra Pradesh Government has unveiled its plans to launch a National Scheme, 'Rashtriya Vayoshri Yojna, at a camp in Nellore district in Andhra Pradesh. The scheme, mainly aims to provide assistive devices like hearing aids, and walking sticks to senior citizens, living below the poverty line. Social Justice and Empowerment Minister Thaawarchand Gehlot said, the project is estimated to cost around Rs 477 crore. Information and Broadcasting Minister, Mr. M Venkaiah Naidu will also be present at the event. Related to the event, another camp will also be organized in Ujjain of Madhya Pradesh, on 26 March. A senior official in the Ministry of Social Justice and Empowerment Thaawarchand Gehlot said, the government has set a target of distributing assistive living devices among 2,000 identified beneficiaries at every camp. “After these, camps will be organized in two districts in each state. We had written to all state governments in December last year to identify beneficiaries,” said Gehlot. Gehlot said, the objective of the scheme, is to build an aged-friendly society by providing them with devices, to maintain near normalcy in morbidity. These assistive living devices will be of high quality and comply with the standards laid down by the Bureau of Indian Standards. The equipment that will be distributed will include walkers, crutches, wheelchairs, tripods, spectacles, hearing aids and dentures among others. The scheme aims to address disabilities like low vision, hearing impairment, loss of teeth and locomotor disability, in the senior citizens. Under the terms of the scheme, an individual should be at least 60 years old to avail the facilities. Also, the beneficiary will have to be certified as a person living below the poverty line by the competent authority, Gehlot said. According to the official, the government wanted to bring out the scheme in January, but they had to postpone it in view of the assembly elections in five states. As per the Census of 2011, there are 10.38 crore senior citizens in the country, and 5.2% of them suffer from some sort of old age-related disability, said the official. It is estimated, that, by 2026, the number of senior citizens will increase to around 17.3 crore. Smartphone App To Test Male Infertility At Home March 23, 2017 18:55

A new smart phone application, semen analyser, has been developed by the researchers, that can help evaluate a man's semen and determine his level of fertility. According to study, the easy-to-use smart phone application and accessory, analyses sperm concentration and motility with approximately 98% accuracy. The new technology consists of an external accessory, in which sperm samples are inserted and an application that analyzes them. The analyzer consists of an optical attachment that can connect to a smart phone and a disposable device onto which a semen sample can be loaded. This new test utilizes the advancements in consumer electronics and micro fabrication. The accessory case in turn contains lenses and an LED to illuminate and magnify the sample for capture by the camera of the phone. The lenses, then, align with the phone's camera. The application records a short video of the sperm as they move around inside the chip and uses an algorithm to measure the total number of sperm, to track their movement and then calculates the total number of sperms that are moving. Scientists have even designed a disposable microchip with a capillary tip and a rubber bulb, used for simple, power-free semen sample handling. Roughly five seconds later, an analysis is produced, indicating whether or not the sample meets the World Health Organization standards, in terms of healthy sperm concentrations and sperm movement. The only factor that is not observed is the morphology, or shape, of the sperms, which is considered during official tests at a clinic, according to research officials. According to a study, more than 45 million couples were estimated to be infertile, and current standard methods for diagnosing male infertility can be expensive, labor-intensive and require testing in a clinical setting. The team behind the new technology, hopes this new form of testing will make infertility testing both easier and cheaper for men, avoiding the need for them to go to a clinic, and can analyze a video of an undiluted, unwashed semen sample in less than five seconds. Assistant professor of medicine at Brigham and Women's Hospital and Harvard Medical School, Dr. Hadi Shafiee, said, “We developed the technology, and we have a prototype that seems to work very well, and with high reliability and accuracy.” Usually men have to have to provide semen samples in the hospital rooms, a situation in which they often experience stress, embarrassment, pessimism and disappointment,” added Shafiee. Telangana Govt To Request President To Launch Startup Incubator In Hyderabad March 23, 2017 18:08

The Telangana Government, said in a report, that it will request President Pranab Mukherjee, for the launch of T-Works in the State. T-Works is a startup incubator for technology, mainly in the hardware industry. Principal Secretary of IT, Jayesh Ranjan, said, “T-Works on the lines of T-Hub for Hardware. This 100,000-square-feet incubation and innovation center will be located at the Osmania University in Hyderabad. “We are requesting the President Pranab Mukherjee to launch it during the Centenary Celebrations of the University next month,” added Mr. Ranjan. T-works will provide entrepreneurs with sophisticated equipment, and is mainly software focused. It will act as a prototyping center for electronics, semiconductors and hardware startups, he added. T-Works will have machinery and equipment that can cater to different types of hardware requirements, especially electronic hardware and Internet of Thing (IoT) hardware. It will house sophisticated machinery, testing labs and can be used by startups as a common facility. “A startup can book the equipment and use it for a while. A user fee will be charged for this,” Ranjan said. The Telangana Government plans to invest Rs. 35-40 crores for all the equipment that will be brought into T-Works. Organized by Indian Institute of Packaging (IIP), Ranjan inaugurated the National Conference on ‘Inno Vision in Packaging’. The idea for T-Works came to Ranjan and his team when they visited iHub, which is the innovation hub of the state of California in the United States. T-Works have adopted a similar model here in Hyderabad. The functioning will be similar to that of T-Hub. There will be a professional CEO and COO, and a board will be constituted. “The board will oversee the working of T-Works and will have both industry representatives and government representatives,” said Ranjan. IIP Director, N C Saha, said, “the company is requesting the Telangana State Government to allocate 5 acres land, for the expansion of their local operations.” The Indian packaging market is expected to reach USD 32 billion by 2020, added Mr. Saha. CWC Refuses To Grant Clearance For Telangana Irrigation Project March 23, 2017 17:52

The Central Water Commission (CWC) has refused to provide clearances for the Kaleswaram irrigation project, Telangana. This is another setback, to the Telangana Rashtra Samithi (TRS) government, that sought huge redesigning of irrigation projects in the State of Telangana. Telangana Government had arguments earlier stating that Kaleshwaram Project is just a redesign of earlier Pranahita – Chevella Project, and is not a new project. But, then, Andhra Pradesh government was arguing that it is a new project, since significant changes are made to old designs. CWC also agreed with the opinion of the Andhra Pradesh Government, considering the Kaleswaram irrigation project, as a new one. This new hurdle comes nearly a month after, the Union Environment Ministry’s expert appraisal committee, have decided to withhold approvals for the Kaleswaram project. They further advised Telangana to obtain CWC’s clearances before its approval. Earlier, the Telangana Government, has faced many legal troubles to its redesigned irrigation projects and alleged coercive land acquisitions for projects. The State Government now worries that, it may fail to complete the promised irrigation projects in time, besides the prospects of severe cost escalations, affecting viability. Civil society bodies and the Opposition parties in Telangana have been opposing the redesigning of lift irrigation projects. They have further questioned the techno-economic viability of the State. The apex body under the union water resources ministry on Monday, advised Telangana to obtain consent of its lower riparian state Andhra Pradesh. The consent is mainly to know why Kaleswaram should not be considered a new project, given changes in several basic parameters. CWC also asked Telangana to give massive changes in design and to obtain clearances from the Godavari River Management Board, as prescribed under the Andhra Pradesh State Reorganization Act 2014. This approval could lead to a significant surge in river water off-takes. A Senior bureaucrat at the CWC meeting, confirming the key deliberations, said, that the commission’s representatives have made it clear to the Telangana government that they consider Kaleswaram a new project, warranting inter-state and river board approvals as well. "The key issue raised by the CWC was on Telangana, resorting to changing the irrigation project from Pranahitha basin to Godavari basin,” added the bureaucrat. The bureaucrat further said, “the views of the CWC, goes against the interstate agreements and also the Bachawat Tribunal award on river water sharing.” The official, who did not want his name to be revealed, said the Telangana government insisted on receiving all the apprehensions and objections of CWC in writing, so that it can take up the matter at an appropriate forum. “The Telangana government strongly believes that it has the rights to redesign its irrigation projects and is entitled to utilize its portion of river waters whichever basin it wishes to, added the official. The Telangana government has also submitted to the CWC that it had to change certain parameters of the Kaleswaram irrigation project. Representatives even have issues with the changes Telangana made in Kaleswaram project. The project’s capacity was increased to 180 tmc from 160 tmc, a substantial increase in project outlay and omitting certain key barrages like Thummidihatti from the project. Senior TRS leader and party’s deputy floor leader in the Parliament, Vinod Kumar Boianapalli, who participated in the meeting with CWC officials, said, “We hope to receive approvals at the earliest and take the project ahead to complete it in time.” By Supraja

Hyderabad Metro Rail All Set To Start By December End March 23, 2017 15:32

Municipal administration minister KT Rama Rao, said the long awaited Hyderabad Metro Rail, will be operational by the end of the year. The Minister informed the municipal administration department, in the Legislative Assembly, following a discussion on demand for grants. KT Rama Rao, said that the Miyapur-LB Nagar Metro corridor and the Nagole-Raidurg Metro corridor will be opened in the first-phase, to the public by December-end. The Minister did not give any statement and remained silent on the Jubilee Bus Station (JBS) -Falaknuma corridor, covering a distance of 15 km. Mr. Rao, announced, “These two stretches, each of about 29km will be ready for commercial operations by this year-end.” The two stretches, form an important part of the 72-km Metro Rail project. Hyderabadis can avail Metro Rail services by this year-end,” added Mr.Rao. Started in April 2012, the major portion of the work on Miyapur-LB Nagar and Nagole-Raidurg corridors, of the Metro rail project has been completed. It was earlier expected that the Metro Rail operations, would be operating on the Telangana State Formation Day, i.e, June 2. However, the deadlines of the Metro Rail, have been missed continuously since 2014, due to various reasons such as realignment issues and issues of land acquisition. The Nagole-Mettuguda and SR Nagar-Miyapur stretches were completed and ready for operations in mid-2016, but the government wanted these stretches to be extended to LB Nagar and Hitech City and hence the delay, said HMR officials. An official said, all the necessary clearances, to operate the Nagole and SR Nagar  trains have already been obtained and the stations are to be ready by September. Work on the 72km Metro rail project, has started in June 2012 and was to be completed in five years. About 78% of the work had been completed, till February. The entire project, was to be completed by June 2017, as per the agreement signed between Hyderabad Metro Rail Limited and Construction major Larsen & Toubro, in 2010. The total cost of the project initially was Rs 12,132 crore, but when the agreement was signed between the two firms, it was revised to Rs16,375 crore. The state government, has also decided to go ahead, with its determined Skyway project, covering two JBS-Thumukunta and Patny-Suchitra corridors. Minister KTR, said in a statement that, “They have sought funds from the Centre, and will go ahead with the Skyway project, even if the Centre does not provide money, to end traffic congestion.” He further added that, the strategic road development program will be implemented at Uppal and major junctions. KTR gave an assurance that Hyderabad would get the majority in the budget, allocated to the municipal administration department. The Greater Hyderabad Municipal Corporation has been allocated Rs 1,000 crore, as budgetary support, in the 2017-2018 budget. This is the highest budgetary support, to the civic body since its establishment in 2007. The government would also focus on sanitation, water supply, modernization of slaughterhouses and regulated growth of the city, added Mr. KTR. Many high-capacity urban roads in the city presently have diversions and bottlenecks, with traffic coming to a complete standstill during peak hours. The traffic woes are likely to reduce with the launch of the Metro. Construction major Larsen & Toubro, which is developing the metro project, had earlier stated that, the company remained committed to the project and was making all efforts to complete it expeditiously. Terrorist Attack Outside Parliament Complex At Westminister Bridge, London March 23, 2017 12:25

Five people were killed and about 40 others were injured in London, yesterday close to Britain's parliament. The incident occurred after a car mowed down pedestrians on a bridge and a suspected Islamist-inspired attacker stabbed a policeman. The police called this incident as a “marauding terrorist attack”. The man behind the attack was shot dead by armed Scotland Yard officers. The Metropolitan Police identified the stabbed police officer as 48-year-old Keith Palmer, who served 15 years, and also confirmed that the attacker was known to the police. Four other victims were among those, hit by the car, as it sped across Westminster Bridge before crashing into railings just outside the parliament. Prime Minister Theresa May condemned the terror attack as "sick and depraved"  attack on democratic values, which was doomed to failure. The location of this attack was no accident," the Minister said in a statement. "The terrorist chose to strike at the heart of our capital city, where people of all nationalities, religions and cultures come together to celebrate the values of liberty, democracy and freedom of speech." she added. Britain's most senior counter-terrorism officer, Mark Rowley, told reporters, that the attack started when a car was driven over Westminster Bridge, hitting and injuring members of the public and three police officers. "A car then crashed near to parliament and at least one man, armed with a knife, continued the attack and tried to enter parliament," Rowley said. “The Officer said, the police's fast-paced investigation was working on the assumption that the attack was Islamist-related terrorism”. “Police believed they knew the identity of the attacker, but would not provide details at this stage, he added. According to Reports, “loud bangs were heard in parliament during the attack and shortly afterwards saw the knife man and the stabbed policeman lying on the ground in a courtyard within the gates of parliament.” “Theresa May also paid tributes to the exceptional men and women of the police force who responded to the attack. “We will all move forward together, never giving in to terror and never allowing the voices of hate and evil to drive us apart,” she said. Earlier, Scotland Yard Officers, had called on the public to remain vigilant. A review of policing strategy across the city was underway, with additional police officers being deployed across London, was said by the Officers. Indian Prime Minister, Mr. Narendra Modi, expressed grief over the attack. “Deeply saddened by the terror attack in London. Our thoughts and prayers are with the victims and their families,” Modi tweeted.
