Facebook's Mark Zuckerberg hits back in Internet.org India row April 18, 2015 18:55

Facebook boss Mark Zuckerberg has defended the aims of his Internet.org initiative after several Indian firms decided to pull out of the project.In a blog post, Mr Zuckerberg argued that Internet.org's basic free services were not incompatible with net neutrality - the principle that all web services should be equally accessible."We fully support net neutrality," he wrote. "Universal connectivity and net neutrality can and must co-exist."But critics were quick to respond.Writing in the Hindustan Times, India's Save The Internet coalition maintained that Internet.org is "Zuckerberg's ambitious project to confuse hundreds of millions of emerging market users into thinking that Facebook and the internet are one and the same."Distorting competition?At the heart of the row is Internet.org's policy of "zero-rating", whereby telecoms providers agree not to pass on the costs of handling the data traffic so that consumers can receive services for free.Critics argue this has a distorting effect on competition, making it difficult for publishers not signed up to Internet.org to reach the hundreds of millions of poorer people in developing economies who have no internet access at all.But Facebook disagrees, pointing out that joining Internet.org is free for web publishers and app providers."We're open for all mobile operators and we're not stopping anyone from joining," says Mr Zuckerberg. "We want as many internet providers to join so as many people as possible can be connected."However, India's leading mobile operator Bharti Airtel has also been applying zero-rating to its Airtel Zero service.This means that consumers can access certain apps for free because the app provider picks up the data bill.Smaller developers without the resources to do the same are at a commercial disadvantage.Better than nothing?Facebook chooses the services offered by Internet.org after consultation with "local governments and the mobile operators" in each country, says Mr Zuckerberg.It is this hand-picking process that appears discriminatory to many within the industry.But Mr Zuckerberg believes that "if someone can't afford to pay for connectivity, it is always better to have some access than none at all."In India, Internet.org has rolled out its free basic services on the Reliance network in Tamil Nadu, Maharashtra, Andhra Pradesh, Gujarat, Kerala and Telangana.And it has also launched in Indonesia on the Indosat network.BoycottThis week a number of firms, including travel portal Cleartrip.com and media giant Times Group, withdrew from Internet.org, claiming that the service conflicts with the principle of net neutrality.The issue has certainly galvanised the Indian public - more than 800,000 people have sent emails to India's telecom regulator, Telecom Regulatory Authority of India, demanding a free and fair internet.Indian telecoms companies have been putting pressure on the government to change the way so-called "over-the-top" mobile apps, such as Skype, WhatsApp, and Instagram, are licensed.Such apps piggyback on the operators' networks and have benefited greatly from the proliferation of smartphones and the explosion in mobile content.Operators want a bigger slice of the pie. - Manohar

Prime Minister Narendra Modi returned to New Delhi early on Saturday morning after a three-nation tour of France, Germany and Canada. During the tour a number of key agreements were signed, including the supply of 36 Rafale fighter jets by France and uranium from Canada.Delhi BJP chief Satish Upadhyay along with party MLAs and other senior leaders were present at the technical Air Force base in Palam to welcome him.The Prime Minister's aircraft made a brief stopover in Frankfurt for refuelling before heading for New Delhi from Vancouver."A special thanks to @pmharper - a fine host, a wonderful human being and a very dear friend," Modi had tweeted before his departure from Vancouver on Friday."I leave Canada with immense satisfaction. This visit will further enhance India-Canada ties. A big thanks to the people of Canada," he said in another tweet before heading home.The thrust of Modi's trip was on attracting investments and technology for development of India through the 'Make in India' initiative.During his Germany visit, Modi inaugurated the Hannover Fair of which India was a partner country with a theme of 'Make in India'.France was the first destination of his nine-day tour.During his stay in Paris, Modi held talks with President Francois Hollande and met business leaders.An agreement was signed under which India will buy 36 Rafale fighter jets in flyaway condition from France and a decision was made to move ahead with the stalled Jaitapur nuclear project in Maharashtra.He then headed to Germany where he held talks with German Chancellor Angela Merkel and announced that a mechanism will be established to facilitate investment and business from Germany as the two countries agreed to broaden bilateral economic cooperation.Modi's final destination was Canada where besides meeting business leaders and making stops at Toronto and Vancouver he held talks with his Canadian counterpart Stephen Harper in Ottawa after which Canada agreed to supply 3,000 metric tonnes of uranium to India from this year under a USD 254 million five-year deal to power Indian atomic reactors. - Manohar

Deadly suicide bombings hit Afghanistan's Jalalabad April 18, 2015 17:06

At least 33 people have been killed and more than 100 injured in a series of attacks in Jalalabad city in the eastern Nangarhar province.The first attack occurred at about 8:30am local time on Saturday after a suicide bomber detonated his explosives near the gate of the New Kabul Bank branch, according to Fazal Ahmad Sherzad, the provincial police chief.He said that just hour after the first attack, another explosion happened near the Da Afghanistan Bank  branch, just 60 metres away from the first attack.A third attack occurred outside a shrine, but no one was injured.   The Afghan Ministry of Interior Affairs said two other motorcycle bombs were defused in the vicinity of the earlier attacks. "After the suicide attack, Afghan National Police discovered, defused and exploded two explosives-rigged motorcycles in the area. The other two explosions were controlled explosions by Nangarhar police but no casualties," the ministry said in a statement. "[The] Minister of Interior Affairs strongly condemns all acts of violence as these heinous acts go against the values of humanity as well values of peaceful Afghans".Pakistan's prime minister Nawaz Sharif also condemned the attacks, saying "Pakistan would be happy to provide any assistance to Afghanistan to successfully fight terrorism".Taliban deny responsibilityThe victims were taken to hospital and police launched investigations, Sherzad said.Sherzad said the attacks appeared to be coordinated as they occurred when government employees were at the bank branch to draw their salaries. The New Kabul Bank also pays the salaries of Aghanistan's police.Al Jazeera's Jennifer Glasse, reporting from Kabul, said: "The attacks come at a particularly delicate time for Afghanistan - they are voting on 16 candidates for cabinet positions today."It's been six months since the president was elected and he still doesn't have a cabinet, so any violence will worsen an already unstable situation".Zabiullah Mujahid, a Taliban spokesman, denied any involvement with the Jalalabad attacks."It is a sad incident. The mujahideen [Taliban] had no role in it," he said.In a separate incident, five people have been beheaded in Afghanistan's southeast. The men, belonging to the ethnic Hazara community, had been kidnapped on Wednesday.Their bodies have been found in Malistan province.
