Hardik effect behind EBC quota in Gujarat! April 30, 2016 07:59

Gujarat government has announced 10% quota for all the non-reserved categories on the basis of their annual income. As per the proposal, families, whose annual income is less than Rs. 6 lakh, will be eligible to get education and employment support. After making the discussions with BJP president Amit Shah and conducting meeting with the state cabinet ministers, Gujarat Chief Minister Anandiben Patel made the announcement. “This 10% reservation will not cause any changes to the reservation already offered to members of the Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC),” CM said. Patidar community's demand since last year, for the reservation, has risen and even warned to withdraw the support to BJP government, which is one of the key vote bank of the party. In that sense, the Patidar's strong influence was even felt, after BJP and Congress had a tie in the recently held Gandhi Nagar civic polls. After 9 persons were dead in the Patel agitation in the September last year, the state government, under Mukhyamantri Yuva Swavlamban Yojna, had announced a Rs. 1,000-crore package for the economically backward community. The CM's scheme also included scholarships for the students and also age limit relaxation for the jobs, adding to it, the criterion to avail the benefits under the scheme is the annual income of the family, should not exceed Rs. 4.5 lakh. Students securing above 90% or more in Class 12, would get 50% fee waiver with a ceiling of Rs. 2 lakh per year in self-financed medical colleges, while those pursuing the engineering and pharmacy courses, would be eligible to a ceiling of Rs. 50,000. The age limit to apply government jobs was also raised from 28 years to 33 years. However, Patidar Anamat Andolan Samiti (PAAS) convenor Hardik Patel on behalf of the Patel community had dismissed the package as a ‘lollipop’ and continued to agitate for their demands. Lukewarm response was witnessed recently, when the community attempted to hold the state to ransom with their call for ‘Gujarat bandh’, to protest against the imprisonment of Hardik and other community leaders. The Supreme Court on Friday said that the entrance test for the admission to MBBS and BDS courses for the academic year 2016-17 has to be held as per the schedule through the single common entrance test National Eligibility Entrance Test (NEET) on May 1 and July 24.The order implied that all government colleges, deemed universities and private medical colleges will be covered under the NEET and those examinations which have already taken place or slated to be conducted separately stand scrapped.A bench comprising Justices A R Dave, Shiva Kirti Singh and A K Goel had pronounced the order yesterday after rejecting the opposition for holding NEET by the states, of Tamil Nadu, Andhra Pradesh, Telangana, Uttar Pradesh and Association of Karnataka Medical Colleges, and minority institutions like CMC, Vellore, which had contended that NEET cannot be imposed on them. The apex court order had also revived the government's December 21, 2010 notification for holding a single common entrance test through NEET with a clarification that any challenge on the issue would directly come before it and no high court can interfere in it.The Centre had approached the apex Court seeking modification of its yesterday's order to allow state governments and private colleges to hold separate entrance examinations for MBBS and BDS courses for the academic year 2016-17.The apex court, in the morning indicated that it will give an urgent hearing for modification of yesterday's order, but later said it is not going to have a bench for hearing it today.Justice A R Dave, before whom the matter was mentioned by Attorney General Mukul Rohatgi said, "We are not having the bench. Let the exam go on. Let them file the applications."The apex court had approved the schedule put before it by the Centre, CBSE and the Medical Council of India (MCI) for treating All India Pre-Medical Test (AIPMT) fixed for May 1 as NEET-1.It had said that those who had not applied for AIPMT will be given the opportunity to appear in NEET-II on July 24 and the combined result would be declared on August 17 so that the admission process can be completed by September 30.In its petition, the NGO Sankalp Charitable Trust had said that the Centre, MCI and CBSE were dilly-dallying in implementing the court's order on implementing the National Eligibility Entrance Test.By Premji

Indian Prime Minister Narendra Modi has been invited by the Speaker of the US House of Representative Paul Ryan, to address a joint meeting of the US Congress on June 8 during his visit to the United States. “The friendship between the United States and India is a pillar of stability in an important region of the world,” Ryan said.“This address presents a special opportunity to hear from the elected leader of the world’s most populous democracy on how our two nations can work together to promote our shared values and to increase prosperity. We look forward to welcoming Prime Minister Modi to the US Capitol on June 8,” he said.Modi will be the fifth prime minister of India to address a joint meeting of Congress, and the first since 2005. Earlier, Prime Ministers Manmohan Singh (July 19, 2005), Atal Bihari Vajpayee (September 14, 2000), P V Narasimha Rao (May 18, 1994) and Rajiv Gandhi (July 13, 1985) have addressed the joint meeting of the US Congress.Ronak D Desai, a Fellow at New America and an Affiliate at the Belfer Center’s India and South Asia Program at Harvard University, said, “an invitation to Prime Minister Modi to address a Joint Meeting of Congress is significant, given past US policy towards Modi during his time as Chief Minister of Gujarat.”"The President appreciates the important role played by Prime Minister Modi in the success of Paris Summit on Climate Change last November," White House Press Secretary Josh Earnest said."The White House has been in close touch with a range of Indian officials to discuss a potential visit by Prime Minister Modi to Washington. We're still engaged in those discussions. Indian biologist finds memory molecules in plants April 29, 2016 11:49

A team of researchers affiliated with the Whitehead Institute for Biomedical Research, MIT and the Howard Hughes Medical Institute, has found a prion-like protein in Arabidopsis thaliana, a flowering mustard plant. A study authored by an Indian scientist at the Massachusetts Institute of Technology (MIT) suggests prion-like proteins could hold the key to understanding what gives plants memory and aids in their decision-making. Prions are proteins that are usually referred to in relation to the spread of neuro diseases.Sohini Chakrabortee, a researcher at MIT's Whitehead Institute for Biomedical Research (WIBR), has spent three years scanning over 20,000 proteins in plants from the mustard family and has found at least one protein that behaves like a prion and is capable of building molecular memories, such as those of exposure to a prolonged period of cold that precedes flowering."This is the first evidence that a plant protein may self-replicate as a prion - this opens up the possibility of protein-based memories in plants," said Chakrabortee.Sohini Chakrabortee has done her BSc and MSc at Delhi University before continuing her education and research at Leicester University and Cambridge University before joining MIT."When we talk about plant memories, we mean the plant that has a memory responds differently to a stimulus compared to a plant that has never experienced this before," said Can Kayatekin, a post-doctoral associate and a member of the Whitehead-MIT team."This is really, really significant, I have never, never heard of prions in plants - and I've been studying prions for about twenty years," Karim Adjou, professor at the Veterinary School of Alfort in France said."The finding of prions in plants could explain some unresolved puzzles of flowering," said Ranabir Das, a senior scientist at the National Centre for Biological Sciences, Bangalore. "While the flowering process is generally understood, plants appear to somehow fine-tune their behaviour to external cues - and prion-driven mechanisms may help explain that," Das said."The prion-like structure is part of a protein involved in flowering," Jayant Udgaonkar, another senior scientist at the NCBS said. "It is a likely candidate for a protein-enabled memory mechanism in plants that would enable plants to use the memory of external weather in the regulation of its physiology."By Premji
