Sharekhan indulged in front running, risking security market August 01, 2015 17:04

Securities and Exchange Board of India (SEBI) has ordered impounding of unlawful gains worth nearly Rs 15 crore from the brokerage firm Sharekhan and 15 other entities. Front running is an illegal practice in the stock market where an entity trades on the basis of advance information from a broker or analyst before the information has been made available to their clients.This refers to the 'front running' in at least 29 shares, including Idea Celluar, Suzlon Energy, Jet Airways, DLF, Cairn India, ICICI Bank, RCOM, Indian Hotels, HDFC Ltd, L&T, Unitech, Yes Bank, Videocon, JSW Steel and Hindalco.SEBI directed impounding of the illegal gains of Rs 50.93 lakh from the Sharekhan, while an amount totalling to over Rs 14 crore, which would be impounded from 15 other entities including individuals and companies."As the alleged gains were made during the period March 2009 - March 2011, it becomes reasonable and necessary to levy an interest at 12 per cent simple interest per annum from the date on which such profits were earned," SEBI’s order noted. "Therefore, Sharekhan’s bank and demat accounts are not ordered to be frozen for debits immediately, subject to it depositing the amount to be impounded ie Rs 50,93,894," the order said."Therefore, in order to prevent such persons / entities from diverting the funds and to safeguard the interests of securities market, it becomes necessary for SEBI to take urgent preventive steps of impounding and retaining the proceeds by way of an interim measure," Sebi Whole-Time Member Prashant Saran said.European banking major BNP Paribas said that it is acquiring Sharekhan in an all-cash deal for an undisclosed sum of money. Market sources said the deal was valued at about Rs 2,200 crore. The fate of this buyout is now in a dilemma.SEBI has said that Sharekhan has made illegal gains of nearly Rs 31 lakh and together with interest it should transfer and amount of about Rs 51 lakh to SEBI within seven days. It also ordered another 12 entities to return the illegal gains, along with interest, Rs 13.5 crore and another three entities Rs 65 lakh. Home Ministry convenes meet to discuss on the threat of ISIS August 01, 2015 14:01

The meeting will formalise a strategy for aiding the government's efforts to neutralise extremist ideologies such as that espoused by ISIS or ISIL. Ways to prevent Indian youth from coming under the sway of extremist doctrines are on the agenda of a high-level meeting.“Attraction towards a radical ideology of any religion is a matter of concern. We will have to put in place a system, as there are inputs that the Indian youth are attracted to different extremist ideologies, including the 'Caliphate' promoted by ISIS," a Home Ministry official said."Counter-radicalisation efforts would include counseling of youth, convincing community elders to persuade the younger generation to not get influenced by any extremist ideology, monitoring of social media sites and taking preventive steps. The focus would also be on how to quickly respond to any report of the younger generation planning to join terror groups like ISIS,” the official said.Efforts are also taken to include the community elders to help the young to dissuade from getting attracted towards the ideology of the terror group, the sources added. The Ministry of Home Affairs, after deliberations with the state government and agencies like Intelligence Bureau (IB) and Research and Analysis wing has formulated a strategy of not going for knee-jerk arrests in cases of Indian youth getting attracted by ISIS.“Home Secretaries and police chiefs of states - Jammu and Kashmir, Uttar Pradesh, Andhra Pradesh, Telangana, Karnataka, Maharashtra, Kerala, Assam, Punjab, West Bengal and Delhi are to take part in the meeting,” the official added.Around 25 youngsters have been identified across the country as having been attracted to the idea of IS and wanting to join the group. From Telangana, 17 youths have been prevented from travelling to Syria and four from Maharashtra were also being stopped from travelling to the Middle-East. None of the youths were arrested, instead they were kept under surveillance. They went through counselling and are living normal lives.The meeting is convened in the backdrop of ISIS kidnapping four Indian teachers in Libya, who were returning to India from Tripoli on July 29. Two of those kidnapped were released. Foreign Affairs Minister Sushma Swaraj had briefed the Prime Minister Narendra Modi about the incident and also the steps being taken by the ministry to secure their release.By Premji

Decide AP High Court in 6 months - HC August 01, 2015 12:29

The officials of the joint High Court of the dual Telugu states said that, AP officials should take a proper decision about the separate High Court, within the next six months.Right from the bifurcation of Telugu states, the separate High Court issue is in the news. Telangana officials like Kavitha, demanded that Hyderabad High Court should be owned by Telangana state itself, but not the dual states.Regarding the separate High Court issue, Telangana MPs protested opposite Parliament. Reacting to the issue, Hyderabad High Court now released a notice that, to decide about a new High Court in Andhra Pradesh state, within next six months. Meanwhile, can setup circuit benches - HC On May 1st, the court ordered that, “Hyderabad High Court will continue to be the common Court, till a separate High Court is formed in AP. It is not legal to construct two separate High Courts in Hyderabad itself, as the city belongs to Telangana. It is also to be remembered that, Hyderabad is not ruled by the central government, but the state government itself. Instead, the states can set up circuit benches.”Referring to that judgment, the officials put a time limit to four key issues like High Court building, administration building, judges residences and other court staff quarters. The explanation on all the mentioned above four issues, should be given within six months of court’s notice. Who should spend for separate High Court in AP? It is state or central?, which government should spend money on the construction of High Court in the state? This is one such question rotating in the political circles. “According to section 94 (1), Andhra Pradesh Reorganization act, central government should provide funds for High Court construction,” said AP government’s advocate general, P Venugopal. Within three months of release of the court’s notice, the central government is required to provide funds for AP government and the AP government is restricted to use those entire funds, solely for High Court construction only.       By Phani

Jubilant crowds celebrated historic exchange of enclaves between India and Bangladesh which happened at midnight, on July 31, 2015, enclaves ending nearly four decades old deadlock. As the clock struck one minute past midnight, thousands of people erupted in cheers of celebration for their new citizenship.Torches and candles were lit, people came out of their houses, burst crackers and hugged each other as part of the celebrations with their eyes shining bright with hope. Their facial expressions showed ecstasy after decades of isolation and deprivation during which they were denied even the basic civic amenities.162 tiny enclaves, 111 in Bangladesh and 51 in India, were officially handed over to the countries surrounding them after Dhaka and New Delhi struck a border agreement in June.Ending a border dispute, the much-awaited exchange of enclaves (Chhitmahals) between India and Bangladesh came into effect at the stroke of midnight on 31st July 2015. Crackers were burst and people rejoiced as India and Bangladesh exchanged enclaves, ending the 68 years of stateless existence for over 51,000 enclave dwellers."July 31, 2015 will thus be a historic day for both India and Bangladesh. The day marks the resolution of a complex issue that has lingered since independence. It also marks the day from which enclave residents on both sides of the border will enjoy the benefits of nationality of India or Bangladesh, as the case may be and thus access to civic services, education, healthcare and other facilities provided by the two governments to their respective nationals," said an official statement released by the central government.“We were Indian citizens in names, but cut off from the mainland. With the transfer, we’ve now become Bangladeshi citizens and can now access all citizenship benefits,” said Khandaker, a resident of an enclave."We have been in darkness for 68 years," said Russel Khandaker, 20, as he danced with friends in the Dashiar Chhara enclave, which belonged to India, but has now become part of Bangladesh. "We've finally seen the light," he told."This is the biggest celebration of my life. I can't describe how I feel today," said Parul Khatun, 35, a resident of the Indian enclave of Kot Bajni.Prodeep Kumar Barman sang a devotional song praising Lord Krishna as he led his troupe near a temple at the main bazaar in Dashiar Chhara, singing: "Oh what a joy, what a joy!" Maidul Islam, 18 a resident of an enclave said: “We’re now human being with full human rights.”At the stroke of midnight on 31st July 2015, 50 Bangladeshi enclaves in Indian territory, turned into Indian land with an Indian pin code. Altogether 14,856 residents of these enclaves became Indian citizens, putting an end to an agony that started in 1947 with the Partition.As many as 37,369 Indian enclave dwellers live in Bangladesh, while 14,856 people reside in Bangladeshi enclaves in India. On Friday midnight, India transferred 17,158 acres to Bangladesh, and in turn received 7,110 acres."We have achieved the dream that did not let us sleep all these years," said Diptiman Sengupta, chief coordinator of Bharat Bangladesh Enclave Exchange Coordination Committee.By Premji

JC Diwakar Reddy said that, special status for AP is a dream that can never be achieved and said that, if Pawan comes forward, the party members are ready to fight along with them.   Yesterday, the central government officials openly declared that, special status will not be issued to any Indian state, along with Andhra Pradesh. After such declaration, the AP MPs are spotted maintaining silence. But speaking to the media, a few of the TDP leaders expressed their confidence that, BJP declared the special status to AP soon. Within no time of those leaders' statements, today JC Diwakar Reddy made hot comments on special status issue saying that, AP special status is a dream to the state, and openly declared that it is impossible to get it.
