How YSR-Regime Bureaucrats Still on the Move with Former CM's Strategy:- Days after Andhra Pradesh government has transferred bureaucrats to various posts as a part of the minor reshuffle, a media report says many officials in the state seems to be not so content with the 2019 general election results and are still under the impressions left on them by Telugu Desam Party government. Andhra Pradesh corridors of power apparently has three tactics and one will get to know it merely through their way of handling duties and decisions put into practice. The one line is that of the Bharatiya Janata Party (BJP) leadership. In this, bureaucrats have their own to-do-list and make swift moves if the decisions are in line with the Central government and slow down to make a move if they are in that line. The second line of bureaucrats is that of Telugu Desam Party’s, who even now turn up to the former chief minister Chandra Babu Naidu and have contacts with the party leaders. And, now comes the third set of officers, who neither stick to the Central government line nor the former chief minister’s line. They are not even making a move to come into contact with the current chief minister. They just spy on the present chief minister and his modus operandi. In spite of the fact that YS Jaganmohan Reddy had been functioning with his own agenda since he came into power, bureaucracy is still to come to terms. A handful of decisions are slowing up and Government Orders (GOs) are laying on the table. Jagan was free to push 20 new Acts during the budget session in July since the script was all set with him prior to the elections. But, now the script and the orders are slated to be devised by the officials, who are thus far subjected to accept the new government and its course of action. The Government Order for the appointment of Jagan’s few key individuals in the government posts is delayed further leading to disconnect in the communication network between the chief minister and the officials. Former TDP MP Naramalli Sivaprasad Dies at 68:- Former Telugu Desam Party Member of Parliament Naramalli Sivaprasad passed away today while being treated for a Kidney related in Apollo Hospital, Chennai. He was 68. Sivaprasad was admitted in Chittoor hospital earlier this week, but as his health deteriorated on Friday, his family members shifted him to the Chennai hospital for the improved treatment. Actor-turned-politician Sivaprasad became a known face across the nation for his lively way of staging protests during the special status agitations. Despite getting mocked by a few sections, Sivaprasad’s different getups ensured that the reason is highlighted and his party gets media space every day. In the recent elections, he contested from Chittoor Parliament but lost. Reverse Tendering Proved Good: Water Resource Minister:- Minister for Water resources Dr. P Anil Kumar Yadav emphasized that more than Rs 58 crore has been saved through reverse tendering. Addressing a press conference at Tadepalli in Guntur district on Saturday, Anil said the same Max infra company agreed to construct the same project with 15 percent less than the previous expenditure. Reacting on criticism on reverse tendering, he said that with this single project, the chief minister YS Jagan Mohan Reddy has manifested the benefits of this advanced initiative.   The minister further laid blame on TDP government saying it gave every project with more than Rs 1000 crore with 4 percent excess. He said that the Navayuga Engineering Company, which was terminated from the Polavaram contracts also could take part and get the works over again under the reverse tendering. He questioned that although the contracts are giving with lesser than estimated expenditure, then how could the TDP argue that the reverse tendering procedure would delay and increase the expenditure? Talking about the notices served to Chandrababu Naidu's rented residence at Undavalli, Anil said that the government has served notices to the owner Lingamaneni but not to TDP president. And, since Chandrababu Naidu is a tenant, he just has to leave the house and Lingamaneni has to appear and speak with the authorities. YS Jagan, KCR to Meet on Sept. 24 over Godavari Water Issue:- To settle a roadmap to divert the Godavari river water to Krishna basin, Andhra Pradesh Chief Minister YS Jaganmohan Reddy and his Telangana counterpart K Chandrasekhar Rao are scheduled to meet on September 24. The plan to divert Godavari waters to Krishna basin comes in a bid to alleviate water problem and related post-bifurcation issues in both Telangana and Andhra Pradesh. The meeting will have engineers from both the Telugu states scheduled to take place in Pragati Bhavan, Hyderabad. Since YSR Congress Party came into power in Andhra Pradesh, both the chief ministers have met more than three times to hold talks on various issues including river water sharing, several pending division issues under the provisions of AP Reorganization Act, 2014, and many more. KCR recently announced in the Assembly that water from the Godavari was being diverted to the Krishna basin and the meeting has been scheduled. Both Telangana and Andhra Pradesh governments are in a resolute manner on using waters from the Godavari to alleviate water problems in Rayalaseema region in Andhra Pradesh and Palamuru Nalgonda areas in Telangana. According to reports, the basic idea of both the governments is to take four TMC of Godavari water to the Nagarjuna Sagar and the Srisailam projects, by that means providing water for both drinking and irrigation to several parts of Andhra Pradesh and Telangana. CRDA to Unbuild Chandrababu's 'Illegal' Residence:- The Capital Region Development Authority (CRDA) issued its second notices to Telugu Desam Party chief and former Andhra Pradesh Chief Minister Chandra Babu Naidu’s riverfront residence in Karikatta in Amaravati citing lack of proper approvals and norms. CRDA affixed notices on the entrance wall of the house on the name of Lingamaneni Ramesh, who owns the property. In the notices, CRDA mentioned that the ground floor, first floor, swimming pool and dressing room on the first floor were built without abiding by norms and approvals. It also gave a deadline to shift the belongings in residence within a week time or else it will do things on its own. The urban planning agency first served its notice in July alleging that the guest house is an illegal construction and sought an explanation. South Korea to Help AP in Education, Skill Development:-  A South Korean on Friday met Andhra Pradesh Education Minister Adimulapu Suresh and other senior officials in Amaravati to talk about prospects of the alliance in education and skill development. Addressing media after a meeting, Suresh said the delegation agreed to set up a center in Korea for Andhra Pradesh and also to open a Korean technical institute in the state. Suresh said they had discussed the partnership in training in Blockchain technology and on making use of Korean methods for the skill development and training of teachers and added that the government would commence new educational programs with South Korean collaboration. In terms of education, Korea is ready to provide skill development in higher education, Suresh said. AP government will bring ultra changes in the education system, start new academic programs with the help of South Korea. Minister further informed that state formed to committees that will have full powers in regulating academic fees and keeping an eye on standards among other issues. Godavari Boat Accident: 3, Including Boat Owner, Arrested:- The death toll in the boat capsize at Kachhuluru-Mandam in Godavari river in Andhra Pradesh rose to 36 on Friday with recovering another body of a woman. Subsequently, the owner of Royal Vasista boat and two others were arrested in connection with the tragic incident. The boat owner named K Venkata Ramana and two women, Prabhavati and Atchyuta Mani, on whose name the boat was registered were arrested on Friday and full details will be disclosed only after investigation, a senior police official said. However, inconsistent versions were reported on the exact number of those on the ill-fated boat at the time of capsize. According to State Agriculture Minister K Kanna Babu, the boat carried 77 persons in all, of whom 26 survived the tragedy. He said 16 more people, nine hailing from Andhra Pradesh and seven from Telangana, were still missing. Officials have temporarily stopped the search operation of the boat that is believed to be stuck over 210 feet deep inside the river as there is a flood of over three lakh cusecs in the river. The officials are currently awaiting a report from Mumbai experts to launch a search operation.    The boat met with the mishap while on its way to Papikondalu tourist spot, reportedly on colliding with a large rock formation. Corporate Tax Relief for Domestic Companies Announced:- It may be a surprise but the Indian Finance Minister Nirmala Sitharaman announced a tax relief for domestic companies. The corporate tax has been slashed from 30% to 22%. This is a huge boost for several manufacturing companies. The new proposals will come into existence from the current financial year which is April 2019. Nirmala Sitharaman said that the total revenue forgone through this move will be Rs 1,45,000 crores per year. All the domestic companies will now have to pay income tax of 22% and they will not avail any incentives or exemptions. The effective tax rate for these companies shall be 25.17%, inclusive of all surcharges. All the companies that are enjoying tax holidays will be able to avail concessional rates. In order to stabilize the flow of funds into capital markets, Nirmala Sitharaman announced enhanced surcharge that is introduced during the budget in July 2019.
