Naidu seeks changes in local status norms

Seeking the changes in the presidential order about the local status, Andhra Pradesh Chief Minister Chandrababu Naidu writes to Union Home Minister Rajnath Singh.

After the bifurcation of the Telugu states, be it power, water or any other issue, the dual states people suffered in some or the way. More than anything, it is local status, that is worrying the people for quite some time.

Chandrababu Naidu believes that, a lot of injustice is done to Andhra people after the bifurcation, especially the students and employees are going to lose a lot and face several problems with the local status issue.

Referring this, Naidu wrote a letter to the Home Minister Rajnath Singh. Reportedly, he sought to provide the local status to the candidates, who migrate to any part of Andhra Pradesh from Telangana, within three years from the date of bifurcation of the states.    

Naidu wrote that, the Article 371 D and 371 E were inserted in the Constitution through 32{+n}{+d}amendment to provide the equal opportunities for the different areas in the combined State, in education and employment issues.

Naidu even gave a detailed account of the provisions in the Presidential Orders, in relation to the local status for government employment opportunities and also admissions in the educational institutions.

He further opined that, the states bifurcation created an unexpected dimension for the people, who will have to move to the residuary State of Andhra Pradesh. 

Local status according to Presidential Order

The Presidential Order mandates the local status on the basis of the minimum period of four years study or residing in a particular area. Stating this, Naidu said that, the children of families, who shift to AP, during this period, will not have qualification of four-year period as required from the date of shifting.

Mr. Naidu said: “to fulfil the wishes of the people, who are settled in other parts of the erstwhile State of Andhra Pradesh, and to save their equitable rights in the matters of education and public employment in the residuary state of Andhra Pradesh, modification of Presidential Order is inevitable”.

On the other side, Telangana government is strict on the local status issue and is not in a mood to spare any Andhra person in the state. In fact, the reason behind decades of struggle for the separate state, was also to benefit for the locals. So it is to be seen, how the Telangana government reacts, if Naidu’s request is accepted.
