Child eaten away by the rats

Hospital is something, which needs to be very clean, as there are very great chances to spread the diseases, if the environment is not clean.

But, the so called cleanliness, might even found just beside the drainage, but not in the government hospitals. Here is one such example again.

The little child, who was born, just two days ago, in Guntur government hospital, was attacked by the rats in the same place.

In the last night, when the boy child is crying continuously, the mother felt that he is crying for the milk and got up from the sleep. But the mother was shocked to see her kid injured by the rats, throughout the body.The mother then rushed to the doctors and the latter are currently treating the child.  
 
In spite of making the several programmes, on the negligence of the cleanliness, at the government hospitals, there is no such forward step, being taken by the government.
 
Who should actually be blamed for these types of activities? Is it the people who are already employed to do such cleanliness works at the hospitals, no doing it properly or is it the officials, who are unable to lead them properly or any other people? How many more people should be injured and how many more should die at the hospital because of the dirty surroundings?
