Objections of KCR on Polavaram ordinance

Polavaram project ordinance is creating a storm in Telangana and with Central government, President of India approving the ordinance, TRS is looking for legal proceedings in this issue. However, why K Chandrasekhar Rao is opposing Polavaram ordinance and what are his objections, here are they.

1. Altering of state boundaries or creating new state, can happen only as per the Article 3 of Indian Constitution. Deleting seven mandals from Telangana and adding to state of Andhra Pradesh needs Parliament approval.

2. Under Article 123, President of India has the power to pass the ordinance recommended by Council of ministers but they have to ordinary legislative powers not the extraordinary legislative powers under Article 3.

3. Lower Seleru Hydal power project [450 MW] which is proposed in one of the seven mandals will go to the residuary state of Andhra Pradesh.

4. The pattern of the dam should be redesigned and a clear road map for the rehabilitation of tribal people whose villages are likely to be submerged.

5. The objections of Orissa and Chattisgarh needed to be addressed.

These are the major concerns of KCR citing for the Polavaram dam. As the ordinance has been passed now, will TRS issues get solved in the Court or not, we have to wait.
