Congress at cross roads on Telangana?

A massive exercise by the Congress core committee is turning futile after the wide differences expressed by both side leaders on the impending Telangana issue. As per the all-party-meet held in December last year the home ministry assured to give its final verdict before January 28. with just few days left the whole issue is still in square number one as the leaders of both sides growing stronger with their demands.

The Seemandhra leaders urge the state to be unified while the Telangana leaders demanding a separate state. Off late the GHMC leaders of the Telangana region want Hyderabad alienated from both the states and be given an independent entity status. With so many demands it looks really a critical task for the high command to take a decision on the issue.

The home minister Susheel Kumar Shinde has taken the responsibility to announce the decision but without an approval from the UPA Chairperson Sonia Gandhi who heads the core committee on the issue, nothing could be done. The present hurdle is that the minister himself will be away officially to Bangladesh on January 26. this means he needs to address the issue before such a time. Another issue is that he would need orders from the high command on the issue as he is not a member of the core committee.

Under these circumstances he has to look to the senior leaders for the issue who as per sources are clueless owing to the mounting demands. Even to go ahead on the Sri Krishna Committee recommendations number six for forming the Telangana Administrative Authority like the Gorkhaland  Administrative Authority formed in 2011, the procedures are cumbersome.

The only two options that are available are next to impossible in the given scenario. The first one is the subsequent to the approval of the core committee, the article no 371 (D) needs to be amended which needs the cabinet approval. This in this stage might be a mammoth task for the ruling party. Then the proposal needs the approval of the President.

The other option is making a tri-party agreement between the home ministry, the state government and the T leaders. The situation in the state is not at all conducive for such an issue. Under these circumstances if the Congress fails to give an amicable announcement on the said date it would be delirious. On the other hand even if it announces the issue in favour of the formation its is sure to attract the ire of the other side and this would not be immediately possible either. Congress is right now at cross roads and any road would lead to a dismal show in the 2014 general elections, feel analysts. (Wishesh AarKay)
